Most library directors know 'how' to do a budget, levy, and the other necessary elements of the financial year.  Not all know 'why' their process works the way it does.  This prevents them from potentially improving their library's process to make it easier for the board or their community to understand.  Knowing the 'why' helps directors and boards ensure they capture the full funding they are authorized to receive every year.
